One of the long time true stand outs on the Portland restaruant scene. Everything is subtle, from the decor to the food. Nothing over-sauced or over spiced which allows the ultra-fresh ingredients & superb presentation to shine. The service is superior, being both friendly and formal. Add to this the superb bar (a great place to drop in for lunch) and their amazing imported beer selection. If the bar was only cigar friendly it may rank as the best in the city. Higgin's is as fine a dining experience as can be had in the Pacific Northwest.
