The previous HOA association President collected monthly homeowner association dues for 14 years and left the Heartlands West Homeowners Association with an accounting nightmare, no paper trail, deep financial trouble back in 2007. The previous association President was unwilling or unable to provide any accounting records, balance sheets, bank statements, paid invoices, cancelled checks, collection records, tax information, any accountability and very little money in cash reserves.
