I have to disagree fully with Zebedee's assertion. Having experience with HOA boards, Zebedee should be aware that the board makes the decisions to impose these fines. They are then enforced by Talis and allowed legally by the planned community act. What you rarely get is a company that is willing to go above and beyond to inspect and enforce. When not enforced and gone unchecked you can have extremes like broken down cars in yards and pink houses. In my experience many companies in the area do not even inspect, they depend on resident complaints. Sadly a great company gets bashed and scapegoated for being a full service, when in fact the board was the decision maker to impose the fines.
