Monterey's is a nice restaurant. They have a very very cheap lunch menu and low prices. The salsa and chips are the reason that I go there frequently for lunch. They are to die for in my opinion. At about 11:30 AM - 12 noon they start to get very crowded so make sure you get there early enough to beat the crowd. It is a fun place to go with a group.
Two other great locations are Greens Rd and in Humble.
