The last time I used Milton Frank they charged by the hour, so when I called for a plumber to install a new garbage disposal and faucet set I assumed no changes. When their plumber came he quoted me a"flat rate", as they no longer bill hourly, and told me he could not give me an 'estimate' of the hours necessary to complete the job. That was a clue, so I paid him the $48.50 trip charge and set him on his way. I then called McKinley Plumbing Services in The Woodlands and was quoted an estimate over the phone and they too bill a "flat rate". However, I was told the disposal would probably be discounted since they would already be on-site installing the faucet set.. Also they don't charge a trip charge, so if I didn't like the price quote they would simply leave. Up front, the plumber estimated the job would take about 1.5 hours. That estimate was spot on for the installations. Based on the 1.5 hours it took McKinley Plumbing, Milton Frank's plumber would have cost me $350/hour. I paid
