The doctors and nurses care and try their best. Other support staff seem disorganized. Prescription renewals, specialist referrals, and patient communications are regularly screwed up and not followed through on. The docs and nurses blame the new electronic medical records system but after six months that excuse rings hollow. There is a failure of management somewhere.
