It is my thinking that it would be of great value to its customers if, 1. the day and times of operation were posted along with the address and phone and 2. A voice mail service should be added to answer the phone, with broadcasts of ongoing events/qualifications..e.g. 'city offering free landfill day april 22-23' or 'be sure to bring proof of residence, i.e. utility bill w/drivers license..etc.
Pros: cost effecient
Cons: poor signage,hard to find; poor notifications/web site
