First, the cruise lines do not "hire" a travel agency, they allow the agency to do business with them based on the proper accreditation the agency has. Unfortunately, when an agency starts to lose money, they can very quickly go downhill. There are several ways to avoid this problem, such as assuring they are members of CLIA or ASTA, ALWAYS paying with a credit card (so you have a way to dispute payments), and ALWAYS taking outside insurance coverage, like Travel Ex or Travel Guard. Lastly, please remember that the cruise lines cannot assume responsibility for your cruise - if the agency doesn't pay them, you cannot expect the cruise line to pick up the tab. And just an FYI - most other cruise lines wouldn't evn bother to see if you were still interested in travelling - they would simply cancel the booking for nonpayment.
