Horizon Management, as a family-run company, has seemingly grown beyond it's ability to manage. I lived in an apartment for 2 1/2 years, and the last year was miserable. I had electrical problems that I had been assured were fixed, but were in fact never touched at all (""repairs"" were done while I was away). When I spoke of the problem to a close friend, he warned me that the problem I described was an ""intermittent electrical problem"", the kind that can cause house fires. I wrote Ms. Kitchens an email stating I wanted to move out since I was now on a month to month lease, and she responded by saying that my discovery was a good thing, since now it could actually be fixed. To top it off, I left the apartment cleaner than when I moved in, including the rugs, but Horizon tried to keep 20% of my deposit to clean the rugs because there was a ""pet odor"" a ""pet dander"" (not the same thing Mr. Kitchens). I paid a $200 non-refundable pet fee just a couple months earlier for an adult, litter-trained cat. This they told me was just for the right to have a pet. I explained that since I had the right to have a pet, it should be expected that the ""normal wear and tear"" under North Carolina law would be greater with a pet than without. They blamed this and other issues on the owner. Passing the buck did nothing to make me feel better Horizon. Eventually, my security deposit was refunded in full The staff is friendly, but they are also incompetent. It is impossible to reach anyone after hours or on the weekends. I would not do business with Horizon Management again
