Outstanding improvements have been made! In the early 1990's the WWW got some bad press such as high chlorine content in the finished water, claims of dirty water, one issue with improper use of equipment and staff, etc. A private water filter company even put an ad in the local paper implying that WWW water was as chlorinated as swimming pool water. It never was but that was the kind of public impression going around that a fair number of people had, even though the vast majority of users were happy. But once the current water superintendent Jim Hooper came on board, having been promoted from within the department, and with the outstanding chairman of the water commission Mike Callahan having oversight, things took a dramatic change. Jim and the excellent staff pioneered a program of pre-filtration chlorination which gave longer contact time and drastically reduced the residual chlorine content of the finished water. This also improved water color, reduced turbidity and almost lowered THM's to zero. They have agressively undertaken the replacement of water mains dating to the 1800's, removed almost all the lead services, built sediment removal ponds to entirely clean up the fresh water effluent going back into the Natchaug River, conducted the largest drinking watershed water quality study of any CT. water works, won a CT. municpal treated water taste contest, reduced energy consumption by using water pressure behind the dam to run the pump that sends treated water out into the distribution system. Sometimes Town of Windham taxpayers still complain about their water bills, but the last time (several years ago) I comparison checked with other CT. municipal rates and the WWW rates were less than average. Other notes of interest are that following 9/11 the WWW convened a meeting of water superintendents to discuss safety issues well before the national professional water treatment organizations got around to it. The number 2 administrator from NYCity even came up to attend. Lastly, several of the creative ideas implemented by the WWW staff have attracted the attention of water treatment people from throughout the state and neighboring states so that they have come down to see first hand the changes. I do not know if any of these ideas have been borrowed and put in place by these visitors. But I do believe an honest assessment of the WWW product would leave it standing at the top of all treated municipal waters in Connecticut and that restaurants in town might even want to advertise such to thier patrons being served glasses of tap water at meals. There is certainly no need for homeowners to invest in expensive home filtration devices - unless their own home pipes are seriously corroded. But that is outside the scope of the WWW as they are only responsbible for the main out under the street and the service leading up to the house or business. A remarkable story for a town (Windham) with low socioeconimc means and worthy of study by polticians and government planners as to the necessary ingredients in a pulbic utility to have it be a progressive, positive and proactive organization making huge infrastructure improvements while money is tight. The water commission that oversees the WWW is composed of Democrats, Republicans and Independents that work together without conflict and in the best interest of the consumers. This is in contrast to the Windham Board of Selectmen and other town political bodies that frequently are in the news over conflicts.
