I had two meeting with RRM about subdividing my land in Arroyo Grande. This property is on an non-county maintained road and I was aware of the County's requirements for creating a road maintenance association when developing property that is on non-County maintained road. During me second meeting with RRM, I specifically asked if there would be any requirements to improve my road to currenty county code in order to split my parcel. RRM advised me that the County's road improvement requirements are not black and white and that each case is different and suggested that we start immediately with a survey and a tentative topo map for approximately $4K.. When I pressed further for a more defined explaination on the potential road improvement requirements, they continued to down play it and change the subject. I found this a little odd so I called the Public Works Department and asked for clarification. They made it very clear that I would be required to bring my road up to current County standards. (This one requirement alone could easly cost me me between $100K to $200K or more.) I then called consultant in Arroyo Grande who provides the same kind of consulting services as RRM and she confirmed what Public Works told me was 100% correct and that this condition is non avoidable. She also avised me that since my property is greater than .5 miles from the closest County maintained road, I will have to improve a second access route to my property to CDF standars....another $50K to $75K in development costs....
