So I had a dispute with University Family Medical over some latent billing they have done on my account and they sold that debt to Quality Collections which put an entry on my credit report. I than took University Family Medical to small claims court and they settled with me and wiped out the original debt. I then contacted Quality Collections to remove the entry from my credit report but they refused and never actually responded.
So I started building my small claims case against them (sent correspondence via certified mail, note when you call them, have paperwork from small claims original lawsuit...). One of the things that I undertook in preparation to sue them in Orange County Small Claims Court was to contact Florida Office of Financial Regulation which oversees the collection agencies in the state and filed a claim (Google ""OFR-CCA-103.pdf""). Also look at the statutes that regulate collections agencies ""florida statute 559.72"".
After filing my claim there, Quality Collections promptly removed the negative entry from my credit report.
So:
1) Gather your paper trail in a file and build a case against them.
2) Contact the Florida Office of Financial Regulation and file a claim.
3) Sue them in Small Claims court to recover for damages.
4) File a claim with BBB (though usually ineffective with implicit conflict of interest as BBB collects dues from such businesses). By the way they have Quality Collections rating at A+ with 8 claims just this year.
5) Post a review on Google, Squidoo, Facebook & Twitter.
