My son is behind in his speech and I recently received a referral to a program called Early On http://earlychildhoodmichigan.org/. It is a program all over the United States (named differently for each state) that helps children from ages 0-3 with anything they may need help with to get the caught up to where they should be.
Our first initial visit was very pleasant. The lady that came to our home made us feel very comfortable and happy that we choose early intervention for our sons lack of speech.
If your child has any delays, I recommend getting help from Early On which is not income based to get your child the help she/he needs.
