The food and service are excellent. My favorite is the almond-crusted halibut and any mojito, of course! The serving sizes are well-proportioned to the cost (mostly), but expect to pay around $15/entree, if not more.
Cafe 28 can also get busy, especially on weekend nights. I have not been yet for brunch, but I also expect this place to be crowded then, too.
A couple last notes: the bathrooms (and entire restaurant) are very clean, and there is a lovely outdoor patio at the back of the restaurant and, therefore, away from busy/noisy Irving Park Rd.
